Q&A Series: North Dorchester Garden Community — What's next?

This article is part of our Q&A series and follows the Stakeholder Panel at the Community Association of Poundbury AGM on 21 May 2026. We are grateful to all the panel members and to our members who submitted questions in advance.



The question asked was: Given the proposed North Dorchester Garden Community development, has there been any further assessment of existing infrastructure capacity in terms of schools, hospitals, utilities and more? What flood management strategies are in place to protect both new and existing communities? 


Poundbury residents are understandably attentive to major development proposals in the wider area, not least because of the pressure that new housing can place on existing infrastructure. The proposed North Dorchester Garden Community (sometimes referred to informally as 'Norchester') is a significant proposal that has prompted numerous questions from our community. 


Where does it currently stand?

At present, the wider North Dorchester Garden Community does not form part of the adopted Local Plan. However, an outline planning application has now been submitted covering part of the proposed development — 500 houses near the County Showground,. This application (reference 2026/03215) is live on Dorset Council's planning portal, and the public consultation period is open until 24 July 2026. It is worth noting that the development falls within the Charminster and Stinsford Parishes and is not within the existing Dorchester boundary.


Infrastructure, flooding, and statutory assessments

Richard Biggs confirmed that as part of the formal planning process, the planning authority and all relevant statutory bodies are required to review the full suite of technical documentation submitted with the application. This includes flood risk assessments, transport impact reports, infrastructure capacity studies, and assessments of the potential effects on schools and health facilities.


Section 106 Developer Contributions — the legal mechanism by which developers fund local infrastructure improvements — will also be subject to negotiation as part of the planning process. This is how community benefits such as school expansions, new GP capacity, and highway improvements would be secured.


Flood management is a statutory requirement in any major planning application. The Environment Agency and Lead Local Flood Authorities are statutory consultees, meaning they must be consulted and their concerns addressed before planning permission can be granted

The portal allows residents to read the submitted documents in full and to submit formal comments during the statutory consultation period.
